Completion of second phase workshop

DTA Jumla along with the program facilitators DC Laxman Bhakta Dahi Shrestha and RTL Rajendra Kumar Shrestha completed the second phase workshop on 28th December 2017 at Hotel Mansarower Hall. The attendees of the program were from DCC/DTO, Municipalities/Rural Municipalities and RAP 3.  Acting LDO Chhetra Bdr. Budthapa and DCC Vice-Chief Karma Buda were nominated as chairpersons of the program. Rajendra Kumar Shrestha discussed about the objectives of the second phase workshop along with recap of the first phase workshop and Laxman Bhakta Dahi Shrestha presented on Support Strategy for Federalization.

Bhatbhateni sign MOU with Aastha General Store

Bhatbhateni Foods have signed an MOU committing to place orders for Jumli Beans with CONNECT partner, Aastha General Store.  Managing Director of Bhatbhateni Foods, Mr Anil Gurung signed the MOU last week. We expect the first delivery of beans under this new agreement to arrive in Kathmandu in January.

Rapid Condition Survey

District:

RAP3 DTA Jumla conducted a rapid condition survey of all DRCN roads in first and second week of November. The survey was done for the preparation of ARAMP and SMGs estimation. DTA has planned to implement SMGs on three DRCN roads (63DR007, 63DR008 and 63DR009). These are the same DRCNs where specific maintenance activities were conducted last year. RTL, GE, Intern Engineer, SAME and IOW were actively involved in the survey. Gabion wall, toe wall, dry stone wall and stone soiling were the main maintenance activities identified by the survey team.

Causeway on 63DR008a by DCC

District:

DCC Jumla has constructed a causeway on a small stream crossing of 63DR008a. It had been difficult for vehicles to pass through that section during the monsoon as continuous water flow with stones and debris had increased the depth of the water channel causing disturbance to traffic movement. DTA on request of vice chairperson of DCC planned to install HDPE pipe during the monsoon using RMGs to control the flow but due to width of the section and large debris flow the installation process was terminated. Smooth traffic movement had been observed after construction of the causeway.

Gabion Work by DCC

District:

The DCC have constructed a gabion wall on DRCN road (63DR004). The road was closed since two months due to a landslide during monsoon. DCC previously constructed gabion wall on the same spot was completely collapsed due to poor backfilling. After the monsoon the wall was reconstructed and road made open to traffic. Around 25 vehicular movements a day, including tractors and motorbikes,  have been recorded after maintenance of the road.

Landslide clearance by Guthichaur Rural Municipality

District:

Guthichaur rural municipality worked on clearing landslide of 63DR009b to keep road open during festivals. The road was blocked by monsoon rain which could not be cleared by RMGs. The Rural Municipality hired a machine and cleared landslides in various sections of this road. The road is now open for traffic and RMGs are continuing their maintenance work on this road.

Annual Review Workshop

District:

On September 12, 2017 Annual Review Workshop and discussion for municipal engagement strategy was conducted at Hotel Mansarowar, Jumla. The program was initiated by nomination of Chairperson and Chief Guest, DCC Chairperson Lal Bahadur Sharki, Vice-chairperson Karma Buda, CDO Bishnu Prasad Kharal and heads of all Municipalities/Rural Municipalities. Acting LDO/DE Raj Kumar Goit delivered short welcome speech along with the clarification of the objectives of the review program. RAP 3 RTL Rajendra Kumar Shrestha enlightened the RAP 3 overview and financial and physical progress of maintenance work in the district. Hom Nath Lamsal highlighted the possibilities of future involvement of RAP 3 in Jumla district. All participants were enlightened with the need for maintenance in the road sector. The budget and finances of the RAP3 maintenance work for fiscal year 073/74 was also made transparent to the participants.

Human Resources Information System (HRIS) training

District:

On 2nd and 3rd Sep 2017, two days HRIS Training for DTA Jumla Staff was held at RAP3 DTA Office Jumla. The training was facilitated by Finance and Admin Officer Sandip Khanal. The training commenced with theoretical introduction to HRIS application system and its importance in record keeping. Later it moved on, practical session of requesting field work, leave, updating movement, updating month planner and generating time sheet on basis of those activities. He also explained in detail about method of viewing personal profile, leave records, roundtrips, RAP3 holidays (compulsory or optional) and other reverent information of HR manual. All unclear issues of staff are addressed by him and the training session was considered as fruitful and advantageous for future reference. He also provided a brief introduction to new HRIS application during the training session.

External Financial Audit

District:

Financial audit was conducted in RAP3 DTA Jumla office by an external audit team on 2-4 September 2017. The audit started with the Audit Entrance Meeting with RAP3 DTA Jumla staff, two external auditors and finance and Admin officer, Sandip Khanal (TMO/RAP3). The objective of the audit was to investigate the RAP3 labor management and wage payment practices on the district and also to provide the assurance to UKaid, DFID, GoN, DCCs and the local communities regarding the financial management process and financial statements. The Audit team performed the audits on accounting records from February 2016 to July 2017 and whether proper procedures have been followed or not. The audit team presented their initial findings and suggestions to the RAP 3 DTA Jumla.

Field Visit by newly appointed Vice-Chairman of DCC

District:

On 11th August 2017 newly appointed vice-chairman of DCC visited Urthu-Upallorana road (63DR008a) together with RTL, GE and OM of RAP3 to observe RMG and SMG work. During his visit he said that implementation of RMG has helped for smooth traffic movement and has highly reduced the risk of deterioration of road surface. After observing the SMG work he suggested to implement specific maintenance activities on all DRCN roads of Jumla. He further suggested that RAP must focus on bio engineering during implementation of SMG. Due to monsoon it is seen that some sections of road needed structure for reducing further damaging and vice-chairman requested RTL to implement any protecting measures at earliest possible time.
