Meeting with IDO, Jumla

A general meeting was conducted between the Infrastructure Development Office (IDO), Jumla and RAP3 Cluster Office Jumla on 26th April 2019. The meeting was attended by Acting District Engineer, Mr. Hikmat Bdr. Mahat and Sub-Engineer, Mr. Tek Bdr. Hitan from IDO and GE, Mr. Binod Yadav and Jr. STS, Mr. Madhan Bdr. Khadka from RAP3. The main objective of the meeting was to discuss the payment of RMG groups working in cluster districts for the 3 months of February, March and April 2019. Mr. Mahat assured that payment will be carried out in Nepali month (Baisak 2076) as the IDO-accountant has arrived in Jumla on 20th April 2019. Further, procurement of construction tools and safety gear was also discussed.

RMG Orientation Training, Jumla

A one day RMG Orientation/Refresher course has been conducted successfully by the IDO Jumla to all the RMGs of Jumla on 11 February 2019 at Jumla headquarters. RAP3 staff at the cluster office Jumla actively participated and facilitated the programme. Out of 12 RMG groups working in 9 DRCNs of Jumla, 10 groups presented themselves at the Refresher Programme. Agreement has been signed between the IDO, Jumla & RMGs groups. The agreement period is for 5 months (till end of Asar 2076). As per the agreement, RMGs will initiate the works at their respective road corridors from 1st of Falgun 2075 (13 February 2019). The remaining 2 RMG groups are not in contact but Agreement with them will be signed during a field visit, most probably within this week.

Meeting with IDO, Jumla

A general meeting was conducted between the Infrastructure Development Office (IDO), Jumla and RAP3 Cluster Office Jumla on 27th January 2019. The meeting was attended by Acting District Engineer, Mr. Hikmat Bdr. Mahat and Sub-engineer, Mr. Tek Bdr. Hitan from IDO and GE, Mr. Binod Yadav and Jr. STS, Mr. Madhan Bdr. Khadka from RAP3. The IDO chief welcomed RAP3 staff and remobilization of RMGs, RMG fund flow for cluster DCCs (Jumla, Kalikot & Mugu) and data collection for Municipal Map Updating for cluster offices were discussed.  GE, explained the objectives of establishment of RAP3 cluster office and briefed the range of works and support that RAP3 will be providing in upcoming days.

External Audit Completed

The external audit team from TR Upadyaya and Co, Santosh Gyawali and Nishan Bhatta visited the Jumla DTA from 19th to 20th November 2018 to conduct audit on RAP3’s financial and other related activities carried out from July 2017 to October 2018. The team was accompanied by Sandip Khanal, Assistant Finance and HR Manager from RAP3, TMO as a focal person. The team reviewed the financial activities including payment of RMGs, SMGs Sanikhola Mini Hydro Canal Maintenance works and all expenditure of RAP3’s office through ASP & TA. The external audit team also checked the Inventory, attendance register of staff and vehicle logbook. After the completion of the audit, a closing meeting was conducted on 20th November, 2018 to share the general findings and suggestions of the audit with the DTA. Audit team thanked DTA team for the support during the audit period. After completion of the audit all financial vouchers and related documents up to October 2018 were sent to Nepalgunj Regional Office.


Joint Field visit (NCCSP, RAP3 & Palika) in Jumla

NCCSP organized a joint field visit on 18th and 19th November for verification of the site conditions for proposed schemes.  There are five schemes including two water supply, two river training and one rehabilitation of an irrigation canal. Joint field visits were accompanied by GE and IOW from RAP3, NCCSP team and the Sub-Engineer of Kankasunadari Rural-Municipality. The team visited one of the sites at Bota village for rehabilitation of irrigation canal. The next two schemes were river embankment raising. The estimate of costs will be prepared by Palika technicians and reviewed by the DTA team after submission to NCCSP. DTA team will review the design of river training works and rehabilitation of the irrigation canal. Construction work is likely to be started from the first week of January 2019. 

Farewell to Intern Engineer, Jumla

RAP3 Jumla DTA has said farewell to Intern engineer, Utsav Thapa who has been working as an Intern engineer since May 2018. Since 2014, RAP3 has been providing young Nepali engineers with the opportunity to gain work experience in the professional development. The duration of internship is 6 months. Utsav arrived in Jumla on August 2018 from MHLR, Mugu as part of the midterm internship rotation. He has been assisting district staff in various technical and non-technical works since he arrived. After completion of 6 months internship, the 8th batch of interns have been called to TMO, Kathmandu for debriefing which happened on 19th November 2018. The Jumla team wish him a successful future.

RMGs Remobilised

RMGs have been remobilized in Jumla for a month starting from 17th September 2018. The funding of this work is by direct funding by RAP3 as part of its exit strategy from the Core maintenance districts. The strategy is first to complete the training of Municipal technical staff (Technical Focus Persons) ahead of the arrival of GON funding earmarked for RMG works by the Ministry of Finance. Secondly, field inspections had shown that the condition of DRCNs had deteriorated due to the monsoon rains and maintenance was indispensable to improve access ahead of the forthcoming festival season. Thirdly this move means that RMGs will have cash in their pockets for Dasain and Tihar.

Jumla DCCI commit to increase female representation on Executive Committee

Jumla District Chamber of Commerce & Industry (DCCI) has committed to increase the minimum number of reserved seats for women on their Executive Committee to 33%.

The DCCI tabled and agreed to pass RAP3 CONNECT’s policy reform “Female Representation on District Chamber of Commerce & Industry Executive Committees" recommending a minimum reservation of 33% for women members at their Annual General Meeting on 16th September 2018.

To date, Bajua, Dadeldhura, Dailekh and Doti DCCIs have passed the policy reform paper.  Last week, Doti DCCI held their first Executive Committee election since adopting the reform and successfully appointed 7 women to the Committee, exceeding the 33% minimum.

RMGs management handover to Municipalities, Jumla

DTA Jumla successfully conducted RMGs management handover training to Technical Focal Persons (TFP) of Municipalities/Rural Municipalities on 18th and 19th of August 2018. Out of 8 local bodies of Jumla, 7 TFPs from 7 local bodies participated in the training. The program was chaired by DCC Vice-Chairman Mr. Karma Buda. RAP3 RTL Rajendra Kumar Shrestha delivered a short welcome speech along with a clarification of the objectives of the training. DCO of DCC, Hari Prasad Ghimire presented his best wishes to the participants. After the introduction of every participants, the opening session was closed by DCC vice-chairman where he briefly clarified the importance of RMGs. The main objective of the training was to make the Technical Focal Person aware of the importance of RMGs, its approach, principles and fundamentals, working modality, guidelines and detailed operation and work evaluation and bill preparation.

Completion of RMG public audit and refresher training

From 4th to 9th July 2018, DTA Jumla organized public audit and refresher training to RMGs of all DRCN roads. 74 RMG members from 12 groups and representatives from RAP3, DTO and Rural Municipality attended the programme. RMGs received a refresher on the objectives of RAP3, various processes and activities of road maintenance, performance standards of various road elements and technical and non-technical points to be noted during road maintenance. GE and IOW also explained about the seasonal road maintenance requirements and payment procedure. RMGs were further informed about possible RMGs implementation modality in line with the new government structure. The representative from DTO provided clarity on the purpose of conducting public audits and its importance. The verification of payment was done where each members checked their received amount with the payroll sheet of DTO. All were satisfied with received amounts.
