RMG Public Audit and Refresher Training in Parbat

DTA Parbat in coordination with DTO Parbat successfully completed RMG public audit and refresher training on 15th, 17th, 18th, 20th, 21st and 22nd June 2018 at all seven M/RM. As a whole 161 RMG members out of 184 participated in the programme. Similarly, representatives from DTO, local bodies and technical focal person of respective M/RM were present in the programme. Each day the programme was conducted in two sessions. The first part was public audit which was conducted by GE, Binita Poudel where she read out the payment details of each RMG group of this fiscal year 2074-75 and asked each RMG members whether they have any complaints about the payment. No major complaints were identified. The second session was refresher training which was conducted by IoW, Jitendra Prasad Chaudhary where he delivered the presentation on RMG selection procedures, payment, implementation, inspection, tools, etc. Finally, GE Binita Poudel conveyed the message about the process of ongoing handover of RMG programme to local level.

DFID Annual Review team visit Parbat

June Shrestha from DFID Nepal visited Parbat district on 5th and 6th June 2018 as a part of this year’s DFID annual review. On 5th June RAP3 DTA held an opening meeting at the DTA office followed by a courtesy visit to DCC Chairperson, Manohar Biswakarma Paudel and District Coordinator Officer, Bishnu Prasad Bhusal. She also paid a courtesy visit to the Deputy Mayor of Kushma Municipality, Sita Kafle Lamichhane. The main issues discussed during the visit included the impact of RAP3 in the district and the continuation of RMGs after the closure of RAP3 DTA planned for the end of July 2018. DFID team and RAP3 DTA then made a field visit to 2.2 km of Silmi-Thulipokhari-Karkineta. On 6th June, the DFID team visited Kushma-Halhale DRCN,  Patichaur-Bajhung-Kyang DRCN and paid a courtesy visit to Mayor, Deputy Mayor, Chief Administrative Officer, Sub engineer of Modi Rural Municipality.

Orientation/Training on RMGs Management Handover to Local Levels

DTA Parbat successfully conducted two days orientation/training on ‘RMGs management handover to local levels’ to technical focal persons of different Rural Municipalities on 5th and 6th April 2018. Six participants from different R/Municipalities participated in the program. The program was chaired by DCC chief Mr. Manohar Biswakarma Poudel and attended by Planning Officer of DCC Mr. Kishan Bahadur Chhetri and the DTO Chief Mr. Jagadish Sharma. DCC Chief Mr. Manohar Biswakarma Poudel thanked RAP 3 for organizing such training to technical person of different local levels so that these technical persons would be much more aware about the importance of RMG and also anticipated continued support to local levels. The theory session was then facilitated by DC, DTO chief, GE, SAME and IoW. Similarly, on the second day practical demonstration sessions were conducted on a nearby RMG road site.

Identity card distributed to RMG members

New, identity cards have been distributed among all the 175 RMG members of Parbat DCC for the fiscal year 2074/75. These cards were made with the GoN budget and were distributed by respective site-in-charge during the inspection of work of all the DRCNs. Currently 44 RMG groups with 175 members are working in 27 DRCNs.

RMGs payment completed

Payment for the work done by RMG has been completed for the month of Magh 2074 (Jan/Feb 2018) through GoN Budget. Similarly, work plan for the month of Chitra 2074 (Mar/Apr 2018) has been given to them along with the supervision by respective site in-charge. The measurement of RMGs has been done for the month of Falgun 2074 (Feb/Mar 2018).

RMG Payment through GoN budget

RMG payment has finally been made through the GoN budget in Parbat DCC. RMGs were paid through RAP3 for two months in August and September 2017. Since then they were working unpaid. They have been paid for three months; October and November 2017 as per English Calendar and Poush 2074 as per Nepali calendar. From now on they can be paid regularly on a monthly basis in this fiscal year 2074/75. 46 RMG groups with 184 members are working on 28 DRCNs of Parbat DCC with technical support from RAP3.

Completion of Second District Engagement Workshop

RAP 3 DTA Parbat successfully completed the second phase District Engagement Workshop on 29th December 2017 at DCC hall, Kushma. The program was chaired by DCC Chairperson, Manohar Biswakarma Poudel and was facilitated by Prakash Sharma, Social Mobilization Officer, DCC. The main objective of the workshop was to clarify about RAP 3 support strategy for federalization and its working period as well as taking feedback from the representatives and possibility of work to be carried out during the next phase of RAP. LRN Maintenance coordinator, Harihar Bhandari presented the RAP support strategy for federalization. The questions and queries raised by the participants were addressed by Harihar Bhandari. The total participants in the program were 57 including the participants from 7 different Municipalities and Rural Municipalities, representatives from DCC/DTO, RAP 3 TMO and RAP 3 DTA. The program was formally closed with the closing speech by DCC Chairperson.

RMG contract extension and coordination with R/Municipalities

19 RMGs groups consisting of 136 members, are mobilized in Doti for the routine and recurrent maintenance work in 9 DRCN, to make the road trafficable throughout the year. From August 2017, all RMGs were contracted on the monthly basis due to restructuring of district into R/Municipalities, which has been now extended till 16th July 2018. Along with that, DCC Doti has recently issued a letter to R/Municipalities requesting them to assign one technical focal person for the effective monitoring and supervision of RMGs works.

Completion of RMG work plan audit

The RMG Work plan audit was accomplished by Tulsi Neupane, internal auditor in Parbat district on 21 – 22 December 2017. The audit was focused on the effectiveness of RMG guidelines and procedures adopted for work plan preparation, works assignments, monitoring and supervision, measurement and the RMG payment system for the works. On 21st December, documents related to RMGs were reviewed in the DTA office in the presence of GE and OM. Similarly, on 22nd December, field visit was organized on three different DRCN (Patichaur-Bajung-Kyang, Maidan-Purnagaon, Patichaur-Maidan-Labsibot) to meet the RMG and interact with them along with GE, OM and IOW. The auditor observed the health and safety condition of the RMG members. The closing meeting was organized to discuss the findings from the overall audit. Internal auditor made a courtesy visit to Chief District Engineer, Jagadish Sharma to gather their view of the RMG working system.

Contractor working for defect correction in improvement section

2.2km of Silmi-Thulipokhari-Karkineta DRCN of Parbat district was improved through contractor and was substantially completed on 26th January 2017. And now the contract is under Defect Liability Period with effect from 26th January 2017 to 25th January 2018. So after the combined field visit of DTO engineer, representative of DCC and RAP 3 team defects were identified and issued to the contractor giving one month time. And now contractor is working for the defect correction as per the identified defects. The major works identified to be corrected includes construction of damaged head wall, construction of overturned gabion wall, construction of washed out catch pit and removal of debris from the catch pit.
