What is the MEL component?
The MEL component of RAP generates knowledge and facilitates learning for the programme and its partners. It does this by providing in-depth analysis on the progress and outcomes of RAP and the contribution that it makes to development.
MEL is an independent component of RAP. Strong emphasis is placed on partnership – with RAP’s implementing agencies and other organisations in Nepal that are involved in associated research or have an interest in using the knowledge that it generates.
MEL's activities are focused in eight RAP core districts in mid and far west Nepal RAP core districts in mid and far west Nepal.
Why an independent MEL component?
MEL provides third party information on the progress and impact of RAP to augment the programme’s internal monitoring and evaluation systems. The information that it generates enables evaluation not just of performance (whether the programme is having impact) but beyond this to assess ‘what works, what doesn’t, how and why’.
The added value of MEL is to look beyond the pre-defined indicators in the programmes Logical Framework to enable a more nuanced understanding of the wider context in which roads are being constructed and maintained, and economic activity is being promoted. In particular, it provides insights into the behaviour, attitudes and political economy which shape the effectiveness of RAP’s interventions.
The baseline for the impact assessment of RAP3 was undertaken in mid-2014. It included a large-scale household survey (covering 3,200 households) and a qualitative component applying the ‘Reality Check Approach’. A follow-up midterm impact assessment is planned in May 2016 with an endline indicatively scheduled to be completed after RAP3 ends.
