DDC Laboratory in Dailekh operational

This was established with the support of the Rural Access Program Phase 3 and handed over to DDC in September by the Support Consultant after its contract termination. Various tests can be carried out at this lab such as; gradation of sand and gravel, normal consistency of cement, setting time of cement, Liquid limit and Plastic limit test, compressive strength of concrete cube, field density test for sub-grade, sub-base and base course, standard proctor test, specific gravity of sand, gravel and soil, determination of in situ density, and zinc coating test for GI wire. RAP3 has now appointed an SLT for the operation of lab and to train a DDC Lab Technician. For the sustainability of lab in the future charges for various tests have been fixed jointly by RAP3 DTL, DTO Chief and LDO on the basis of rates of DOR central lab. The revenue received from the lab may be supportive for the running cost and salary of lab technician and also may be a contribution to add DDC income also sometimes.

Humla – Mugu EIA Approved

Following public consultations in June this year and submission of a final report in September, the Environmental Impact Assessment for the Gamgadhi-Chankheli–Darma road, otherwise known as the Humla Mugu road, was approved by the Ministry of Population and Environment (MoPE) on the 21st of December 2016. One of the conditions is that care must be taken to avoid soil erosion caused by the use of equipment, given that the construction of the link is proposed to be labour based supported by the use of equipment. This means that the way is now clear for the design and construction of the road to start. The EIA can be downloaded from the following link.

Orientation of SC and NGO staff

DTA Kalikot organized staff orientation (SC/LNGO) on 24th December 2016, at Gorkhali Gaun site office of SSDR Road Corridor. The programme was led by SDO Sunil Babu Shrestha and EO Ramesh Khatakho facilitating working procedures and guidelines of different structures. The main objective was to convey the findings of DC’s recent field visit, ways of addressing different issues for improving the quality of works and upgrading knowledge and skills to all social mobilizer (SM). Discussion mainly focused on monthly action plan for SC staffs, status of LRUCs work measurement, tentative final date of IPC preparation, detailed physical progress of hairpin bends, tracking of critical section on road alignment.

E-Procurement training

In line with capacity building of DTO/DDC staff  under ASP, RAP 3 DTA Bajura conducted two days E-Procurement training on 19th – 20th  December 2016. The training was attended by 14 participants from DDC/DTO and RAP 3 DTA including LDO Prakash Raj Paudel, DTO chief Janga Bahadur Thapa and DDC account officer Krishna Bahadur Shahi.  RAP 3 DTL Ramesh Neupane delivered the the theoretical and practical session. LDO and DTO chief thanked RAP 3 for conducting the training.


Introduce of RMGs in Kalikot

RAP3 Kalikot organized RMGs orientation programme on 15th -16th December 2016 to newly formed four RMGs from three DRCNs for implementing routine and recurrent maintenance activities. 18 members were formed to maintain road pliable in all season and protecting road assets being further damage with participation of 12 women which contributes 66.66% of female membership. The programme was chaired by planning and administrative officer Mrs. Pabita Shahi in the presence of representatives of local level political parties, journalists, representative from DTO, district level stakeholders etc. The orientation programme was facilitated by EO Ramesh Khatakho, SEDO Sunil Babu Shrestha, PC Mahesh Bhattrai (LNGO), Sub-Engineer Kambar Bam (DDC), GE Prabin Khatri, IE Sudan Bhandari, and IoW Harish K.C.

Jumla Inspection led by LDO

A monitoring team led by the Local Development officer (LDO) Hari Narayan Balbase, non-gazette officer of the planning section of the DDC Jumla Laxmi Chandra Neupane, DTL Dipendra Adhikari and the VDC secretary of the Narakot VDC went on a joint monitoring visit to the Acharyalihi - Narakot Road, Bagbazaar – Patharkhola Road and the Acharyalihi – Dhitalihi – Sanigaun Road from 2nd of December to 4th of December 2016. The team observed routine/recurrent maintenance works carried out RMG members in the previous month and observed other activities carried out by the DDC/DTO.

Approval of ARAMP of FY 073/74

DDC Kalikot organized DTICC meeting to approve this year’s ARAMP for FY 073/74 on 13th December 2016. The meeting was chaired by LDO Mr Pradip Raj Adhikari and facilitated by DDC programme officer, Mr Prabal Jung Shahi. The participants were welcomed by DTO chief Mr Charka Bahadur Shahi, and RAP DTL, Mr Bishnu Ram Bista briefed on ARAMP preparation. He presented total road sector budget and actor organization that were fully involved in road maintenance and further new construction. Thirty one people attended the meeting representing   District-level Political Parties, Local Journalist, DDC/DTO officials, RAP DTA, Supervision Consultant, LNGO and other stakeholders

RAP3 GESI move

As part of our Gender Equality and Social Inclusion (GESI) policy, RAP3 has approved the appointment of our first motorcycle driver. This move is designed to assist site inspections by female graduates working in our districts who either do not have a motorcycle licence or are physically too small to handle a heavy machine. With the departure of the Support Consultants from Dailekh, RMG supervision will be carried out by the RAP3 team itself in three clusters, one of which is the responsibility of Graduate Engineer Rukmani Maharjan. Given the kind of roads in the area (see photo) we have considered the purchase of lighter bikes and quad bikes but eventually decided on motorcycle drivers as the best solution.

Joint Monitoring Team Visits Achham

A joint monitoring team comprised of LDO Toya Narayan Subedi, DE Lal Bahadur Bista, Planning Officer & Account Officer of DDC Achham, Chief of Mangalsen Municipality including Graduate Engineer and Senior Lab Technician of RAP DTA visited Timalsen Ramaroshn road on 10th December and Kamal Bazar maintenance section of Gairitand–Kamal Bazar-Turmakhand-Jangalghat DRCN on 13th Decemebr 2016 . Main focus of visit was to monitor quality of recently completed capping layer work by contractor. GE briefed them about the contract agreement, construction procedure followed by confirmation of quality of work via field compaction test conducted in the field. The team was satisfied with the quality of the work and appreciated RAP 3 performance. They also observed the routine/recurrent maintenance work performed by RMGs in previous month.

Achham DTICC Meeting

DDC Achham had organised a meeting of “District Transport Infrastructure Coordination Committee” (DTICC) on 10 December 2016 at DDC. The objective of meeting was to brief DTICC participants about importance of ARAMP and roads funds being allocated from different sources including proposed budgets of RAP3 Achham, for the District Road Core Networks (DRCNs). The meeting was chaired by LDO Toya Narayan Subedi and CDO Kaushal Raj Sharma Timilsena was the Chief Guest. A short presentation about introduction of RAP 3 was also conducted by DTAs. Altogether, 28 participants were present in the meeting. Following a series of queries, concerns and discussion, the DTICC unanimously agreed and endorsed the Achham ARAMP 2016/17.
